Induction Program for Members

The Office of the Clerk conducted a two day Induction Program for newly elected members of the XVI Parliament on Tuesday 15th – 16th March, 2016. The aim was to facilitate a forum in which Members would be informed of the operations of the Office of the Clerk and the services it offers. The program was tailored to familiarize new Members with the internal rules governing Parliament proceedings and privileges. In addition the Members were introduced to the processes, responsibilities and duties of the Office of the Clerk.

The program opened with a service lead by the Parish minister of the Matafele Methodist Church. Presentations were delivered by the Clerk of the Legislative Assembly, the Deputy Clerk and Department Heads. To ensure all areas were clarified, topics presented included:

• OCLA – The Parliament Secretariat, its offices, services and responsibilities,
• The Parliament of Samoa, Members and Offices – statutory functions and parliamentary conventions
• The passage of legislation, arrangement of business and circulation of sitting papers
• Committee scrutiny, consideration of Bills and progression of Annual Reports
• Parliamentary powers and privilege
• Parliamentary Institutional Strengthening – sustaining programmes for Members and support for staff
• “The People” in democracy – parliamentary education and engagement programmes
• The new Standing Orders amendments
• Arrangement of sitting business, Rules of Order and Rules of Debate
• Motions, Questions, Statements and Petitions
• Legal and research support services
• Parliament Official Report
• Translation/interpretation support services
• Parliamentary facilities and precincts
• Finance and administrative support services

This is the standard program offered by the Office of the Clerk for all Members at the commencement of each parliamentary term. The Program was funded with the generous assistance of UNDP/IPPWS.
